Deputy Monitor Russell G. Bloom retired this year from his role as the Independent Police Auditor at the BART Office of the Independent Police Auditor (OIPA) where he led the agency since 2016. Mr. Bloom came to OIPA as an Investigator in 2014 after working as an in-house investigator at an Oakland, CA civil litigation firm. Mr. Bloom has provided law enforcement oversight consulting services for San José, CA, Oakland, CA, and the Albany (NY) Community Police Review Board. Mr. Bloom also served as a volunteer on the Berkeley (CA) Police Review Commission, including terms as vice-chair and chair. He received an undergraduate degree from the University of California at Berkeley, and a JD from the New College of California School of Law. His law school experience included a judicial internship with US District Court Judge Thelton Henderson during the creation of the Oakland, California Negotiated Settlement Agreement. He lives in Richmond, California, and is the father of two adult sons.
